Maharashtra’s New Policy: No Car Registration Without Proof of Parking
The Maharashtra government is planning to introduce a new regulation that would require proof of a parking space before allowing the registration of any new car. This initiative is part of a broader strategy to reduce traffic congestion and address the growing issue of illegal roadside parking in urban areas.

Proof of Parking to Be Compulsory
State Transport Minister Pratap Sarnaik stated that car buyers will need to obtain a Certified Parking Area (CPA)certificate before registering a new vehicle. This document will confirm that the buyer has a designated parking space available. The goal is to minimize the number of cars parked on streets, which often blocks roads and hinders emergency services.
Gradual Implementation Across Cities
The rule will be rolled out in phases, starting with heavily populated cities like Mumbai, Pune, and Nagpur. Car owners must show that their vehicle can be parked at a private residence, business facility, or in a government-approved public parking area. The verification and certification process will be jointly managed by the local municipal corporations, such as the Brihanmumbai Municipal Corporation (BMC), and the transport department.
Applies to Older Vehicles Too
This requirement won’t be limited to new cars. Vehicles that are more than 15 years old will also need to provide proof of parking when applying for a fitness certificate. However, this rule will not currently apply to two-wheelers and three-wheelers.
Annual Certificate Renewal and Advance Payment
Those using public parking lots must pay for at least one year of parking in advance. The CPA certificate itself will need to be renewed annually, ensuring that the vehicle continues to have legal parking space.
Additional Urban Measures
To create more space, the state’s Urban Development Department is exploring options like building underground parking areas beneath playgrounds and open recreational areas—without affecting public access to those spaces.
Furthermore, the government is examining advanced urban mobility solutions such as a pod taxi system in places like Mira-Bhayandar and the Bandra-Kurla Complex (BKC) to strengthen last-mile connectivity from metro stations.
Addressing Practical Challenges
Recognizing that many older buildings may lack parking infrastructure, Chief Minister Devendra Fadnavis suggested the creation of a digital platform where individuals without personal parking can rent a certified space. This would help ensure fair access while still enforcing the regulation.
At the same time, the state plans to expand and modernize public transportation to reduce reliance on private vehicles and support more sustainable urban growth.
